As a digital marketplace connecting users with educational and business development services, we operate under strict financial integrity standards. We align our platform practices with the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLA) guidelines set forth by Bank Negara Malaysia (BNM), as well as global compliance standards mandated by our international financial partners and payment processors, such as Payment gateway.
- Our Compliance Framework
To maintain a secure and compliant digital ecosystem, debel.app implements robust operational controls, including:
- Merchant and Provider Screening (KYC): All organizations, tutors, and service providers seeking to monetize services on debel.app must undergo standard Know Your Customer (KYC) identity verification before they are permitted to receive payouts.
- Transaction Monitoring: We utilize advanced, automated transaction screening and monitoring systems provided by our payment infrastructure partners to identify anomalous, high-risk, or suspicious transaction patterns.
- Prohibition of Cash Equivalents: To eliminate transaction obfuscation, debel.app exclusively processes electronic payments through licensed, PCI-DSS compliant payment gateways. We strictly prohibit, and do not process, cash transactions, cash equivalents, physical checks, or unverified peer-to-peer transfers.
- Suspicious Activity & Reporting
We maintain a zero-tolerance policy for any attempts to utilize our platform infrastructure to obscure the origin of illicit funds.
- Suspicious Activity Reports (SARs): In compliance with local and international regulations, we actively flag potential financial red flags, including high-frequency micro-transactions, structured refunds, or unauthorized multi-layered payments.
- Regulatory Cooperation: We fully cooperate with local regulatory bodies, law enforcement agencies, and Bank Negara Malaysia (BNM). Where required by law, suspicious accounts, details of the associated entities, and transaction histories will be reported to financial intelligence units without prior notice to the account holder.
- Sanctions Compliance
debel.app strictly prohibits individuals, organizations, or entities listed on international sanctions lists (including but not limited to the UN Security Council Sanctions List, US OFAC, and local Malaysian domestic freezing lists) from participating on the platform as either a user or a service provider. We routinely cross-reference our platform data against active global sanctions databases.
